Punjab replaces the old deed-writing system with registered Arazi Muawins, online registration and mandatory biometric verification, aiming for more transparency in land matters.

The Punjab government has replaced the traditional deed-writing system with a new regulated arrangement, formally implemented across the province from Monday. Under the new system, only registered Arazi Muawins (land assistants) may prepare legal deeds, and individuals who are not registered will no longer be allowed to practise deed writing. Officials say the system aims to improve transparency in land matters, protect citizens’ property rights and provide modern facilities to people dealing with land records and legal documentation.

What the New System Requires

  • Online registration: Individuals who want to work as Arazi Muawins can register through a designated website.

  • Biometric machines: Newly registered deed writers must have modern biometric machines, making biometric verification a mandatory part of the process.

  • Subscription packages: Authorities have introduced different monthly subscription packages for registered land assistants.

Registration in Lahore

Officials said Lahore currently has 138 registered Arazi Muawins. With the system now in effect across Punjab, anyone who has not completed registration will not be eligible to prepare legal deeds.

A Shift to Digital Processes

The province-wide implementation marks a move from the traditional deed-writing arrangement to a regulated system built on registration and digital processes.
