The Saudi Cabinet has endorsed the National Entrepreneurship and Small and Medium Enterprises Strategy, presented by Commerce Minister Dr Majid Al-Qasabi, aiming to create over 500,000 direct and indirect jobs while growing SME contribution to the Kingdom's GDP from its current level to 35% by the end of the decade.
A Shift in Vision 2030's Approach
The strategy marks a departure from simply encouraging new business creation toward helping existing entrepreneurs scale up and compete in global markets — a more mature phase of Vision 2030's economic diversification push.
The Seven Pillars Behind the Plan
The strategy rests on: open market commercial innovation platforms; industrial cities and special economic zones with specialized business services; deeper SME integration into government and large enterprise procurement; attracting and localizing international tech companies; sector-by-sector Saudization improvements; better financial literacy and lower credit costs; and encouraging financial institutions to lend to SMEs on best-practice terms.
13 Programs, One Database
Under these seven pillars sit 13 focused programs targeting SME financing access, regulatory reform, and capability building — all connected through a new ecosystem-wide database linking entrepreneurs to global and local commercial opportunities.
