Have a Foreign Driving Licence? Here’s How to Get a Pakistani Licence

Overseas Pakistanis with a valid foreign driving licence may be able to convert it into a Pakistani licence. Check the documents, process and provincial requirements.
Pakistanis living abroad who hold a valid foreign driving licence may be able to convert it into a Pakistani licence. The process depends on the licensing authority and the applicant’s documents.
The National Highways and Motorway Police (NHMP) provides a foreign licence conversion process through its Drivers Licensing Authority in Islamabad. Applicants should confirm the latest requirements with their relevant licensing office before applying.
Documents Required for Licence Conversion
Applicants converting a foreign driving licence through the NHMP may need the following documents:
Original, valid foreign driving licence and a photocopy.
Verification letter or online verification from the authority that issued the foreign licence.
Original, valid passport and a photocopy.
Original Computerised National Identity Card (CNIC) and copies.
Blood group report, if the blood group is not mentioned on the foreign licence.
Medical certificate where required for the vehicle category or applicant’s age.
Additional documents may be required depending on the applicant’s status and licence category.
How to Apply for a Pakistani Driving Licence
The general process for converting a foreign licence involves these steps:
Check your eligibility: Make sure your foreign licence is valid and can be verified by its issuing authority.
Prepare your documents: Gather your licence, CNIC, passport and any required medical or blood group reports.
Visit the licensing authority: Contact or visit the relevant licensing office to confirm its conversion procedure and submit your documents.
Complete verification: The authority may check the authenticity and validity of your foreign licence.
Follow the remaining requirements: Complete any medical assessment, testing or other steps required by the licensing authority.
Requirements may differ between the NHMP and provincial licensing authorities, so applicants should not assume that one process applies everywhere.
What If You Live in Punjab?
Punjab residents can use the official Driving License Information Management System (DLIMS), now integrated with the Dastak platform, for services such as learner permits and regular licence applications.
However, the online service for a new Pakistani licence should not be confused with foreign licence conversion. Applicants should confirm the specific procedure for their case with Punjab Traffic Police.
Official information is available through the Punjab DLIMS website.
Do You Need to Start From a Learner Licence?
Not necessarily. A valid foreign licence may qualify for conversion, subject to verification and the relevant authority’s rules.
If you apply for a completely new licence instead, the usual process may include a learner period before the driving test. Under NHMP rules, applicants can generally take the practical test after 42 days of holding the learner permit.
Important Advice for Overseas Pakistanis
Before paying a fee or travelling to an office, confirm the required documents, processing time and eligibility directly with the licensing authority. Rules and procedures can vary by province and licence category.
