Punjab CM Maryam Nawaz has ordered the drafting of Pakistan’s first film royalty law and approved rebates for Punjabi and Urdu films made in Punjab.

Punjab Chief Minister Maryam Nawaz has directed officials to prepare Pakistan’s first royalty law for the film industry, in a move aimed at supporting filmmakers and strengthening local cinema.

The announcement was shared by Senior Provincial Minister Marriyum Aurangzeb after the first meeting of the Punjab Film Authority in Lahore. The proposed law is expected to be presented at the authority’s next meeting.

What Are Film Royalties?

Film royalties are payments made to creators or rights holders when their work is used commercially under certain agreements. A clear legal framework could help establish how film-related earnings are shared and protect the financial interests of people involved in filmmaking.

The details of the proposed law, including who will qualify for royalties and how payments will be managed, have not yet been announced.

New Rebates for Punjabi and Urdu Films

The Punjab government has also approved a rebate plan for films produced in the province.

Under the announced plan:

  • Punjabi films: 35% rebate.

  • Urdu films: 20% rebate.

The initiative aims to provide financial support to filmmakers, encourage film production and attract investment to the industry.

Lahore Film City Project Moves Forward

Punjab is also preparing to launch a modern Film City in Lahore, with its inauguration planned for December 15, 2026.

The proposed facilities include a film and music school, film museum, trading house, post-production centre and modern studio complex. The project is intended to support production, training and other parts of the entertainment industry.

Officials have also approved plans to restore old cinemas, introduce online ticket booking and provide modern filmmaking training to young people with help from international experts.

What Could This Mean for Pakistan’s Film Industry?

A royalty law, production rebates and improved facilities could give filmmakers more opportunities to develop new projects and earn from their work. These measures may also encourage investment and create jobs in film production and related services.

However, the impact will depend on the final law, how the rebate scheme is implemented and whether the planned facilities become fully operational.
