Turkey’s parliamentary committee has approved the joint defence agreement with Pakistan and Saudi Arabia. Here is what the pact means and what happens next.

A parliamentary committee in Türkiye has approved a joint defence agreement with Pakistan and Saudi Arabia, moving the three-country pact closer to full parliamentary approval.

The agreement, known as the Makkah Joint Defence Agreement, was signed on August 7, 2026. It aims to strengthen defence cooperation and provide mutual support if any of the three countries faces an armed attack.

The approval came from the Turkish parliament’s Foreign Affairs Committee on October 27. The agreement must still proceed through the remaining parliamentary process in Türkiye.

What Does the Agreement Say?

The pact sets out a framework for Pakistan, Saudi Arabia and Türkiye to work together on defence and security matters.

Its key areas include:

  • Mutual defence: The countries commit to treating an armed attack against one member as an attack against all three.

  • Military cooperation: The agreement provides for joint training, exercises and cooperation between defence institutions.

  • Intelligence sharing: The countries plan to improve the exchange of security information.

  • Defence technology: The pact supports cooperation in defence production, research and technology.

  • Logistical support: The agreement includes arrangements for assistance using available resources and capabilities.

The agreement also allows other countries to join if all three founding members approve their entry.

What Does It Mean for Pakistan?

For Pakistan, the agreement creates a formal framework for closer defence cooperation with two important regional partners.

It could support greater coordination in military training, intelligence sharing and defence technology. The practical benefits will depend on how the three countries implement the agreement and what arrangements they establish.

However, the pact does not mean that every security incident will automatically lead to the deployment of Pakistani forces. The agreement provides for mutual assistance, while the nature and scope of support will depend on the circumstances and the decisions of the participating countries.

Is the Agreement Fully Approved?

Not yet. The Foreign Affairs Committee’s approval is an important step, but it does not complete the entire parliamentary process.

The agreement must move forward through Türkiye’s parliament before its domestic ratification process is completed. Any deployment of Turkish troops abroad would also be subject to separate legal and parliamentary requirements.

Why Is This Defence Pact Important?

The agreement reflects efforts by Pakistan, Saudi Arabia and Türkiye to strengthen their security partnership amid regional tensions.

By establishing a framework for defence cooperation, the three countries aim to improve coordination and their ability to respond to security threats.

The next major development will be the agreement’s progress through the full Turkish parliament and the practical steps the three countries take to put its provisions into effect.
