The president has approved an ordinance aimed at protecting Islamabad's Safe City cameras and surveillance infrastructure, with fines of up to Rs2 million for damaging or inciting damage to the equipment. The ordinance was approved on the advice of the prime minister and also provides for recovery of repair and replacement costs from those responsible.
How Fines Will Be Determined
An authorised officer will determine the fine amount after giving the accused an opportunity for a hearing. The legislation also covers individuals who incite others to damage the cameras or related infrastructure.
Organisers Liable During Protests
The ordinance places responsibility on organisers if Safe City cameras or surveillance infrastructure are damaged during rallies, processions, sit-ins, or protests. Funds collected through fines and recovered damages will go toward repairing and replacing the equipment.
Right to Appeal
The ordinance provides a right of appeal before the district and sessions judge, which can be filed within 30 days of the fine's imposition. If unpaid, the amount will be recovered as arrears of land revenue.
