To register for Basant 2027, visit the official portal, basant.punjab.gov.pk, choose your category (manufacturer, trader, seller or kite-flying association) and complete the form. Every registration form on the portal redirects to the Punjab government's eBiz Punjab system. Manufacturer registration opened on September 5, 2026, while sellers, traders and associations will register in January or February 2027, with the exact date to be announced. Under the 2025 rules, the annual fee is Rs1,000 for manufacturers, traders and sellers and Rs5,000 for a kite-flying association, and registration is valid for one year and renewable. Confirm the 2027 fees on the portal before applying.

A Permit Is Mandatory

Lahore's deputy commissioner has said nobody in the city may prepare kite-flying equipment without a permit from the district administration. Production sites will also be monitored and inspected. The portal also has options to register a rooftop and to apply for a transport permit.

After Registration

Under the earlier framework, registered manufacturers received an official certificate and a form carrying a QR code, which had to be displayed on kites, string packaging, banners and shop interiors. String must be cotton, with no more than nine threads, wound into a ball (pinna) with its own QR code.

For Ordinary Kite Fliers

Registration applies to makers, traders, sellers and associations. Buy only from registered sellers, as buying from unapproved sources can lead to legal action, and flying a kite outside the notified Basant dates remains illegal.

Basant Dates

The Punjab government has approved a 10-day Basant from January 29 to February 7, 2027, with a pause on February 5 for Kashmir Day. Earlier announcements pointed to March 12 to 14, and the portal marked those dates as tentative. Check the portal for the final schedule.
