Pakistan, Türkiye, Qatar and Indonesia sign the Badr MoU in Doha to expand defence cooperation, military production, training and joint research.

Pakistan, Türkiye, Qatar and Indonesia have signed the Badr Memorandum of Understanding in Doha to expand defence cooperation and strengthen their military and defence industries. The Turkish National Defence Ministry announced the agreement on Wednesday, October 21.

Signatories

  • Pakistan: Defence Minister Khawaja Asif

  • Türkiye: National Defence Minister Yasar Guler

  • Qatar: Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman bin Hasan Al Thani

  • Indonesia: Deputy Defence Minister Yusuf Jauhari

Haluk Gorgun, head of Türkiye’s Presidency of Defence Industries, also attended the ceremony.

What Badr Covers

Badr, meaning “full moon”, is designed to expand collaboration across military production, technical training, and research and development. The Turkish ministry said it will bring together the four countries’ production capabilities and expertise to improve military readiness, promote technological development and meet the needs of allied and friendly nations. It has substantial economic importance, the ministry said, as it allows participants to draw on each other’s military production capacity and strengthen integration between their defence sectors.

Background

Türkiye has the second-largest military in NATO and has been helping Gulf countries strengthen their defence capabilities. It maintains a military base in Qatar and has close defence ties with Indonesia. In August, Türkiye also signed a mutual defence pact with Pakistan and Saudi Arabia, under which an attack on one signatory is treated as an attack on all.
