Sibling Biometrics Valid for First CNIC Application When Parents Are Unavailable, Clarifies NADRA

NADRA clarifies that sibling biometrics can be used for first-time CNIC applications when parents are unavailable, provided both are listed on the same B-Form.
The National Database and Registration Authority (NADRA) has detailed the procedure for citizens applying for their first Computerised National Identity Card (CNIC) and completing biometric verification in the absence of parents. In a recent podcast, a NADRA spokesperson clarified who can conduct the required biometric verification when an applicant turns 18 if parents are unavailable.
How the Process Works
While it is ideal for at least one parent to accompany the applicant to complete biometric verification, the process does not halt if parents are missing or deceased. In such cases, verification responsibility automatically shifts to a sibling listed within the family tree in NADRA records. If both siblings are registered on the same B-Form (Child Registration Certificate), that sibling can accompany the applicant to verify the application.
Applying Online
NADRA also noted that if the applicant already has a B-Form, the first-time CNIC application can be submitted online via the Pak ID mobile application. Citizens are advised to ensure their family tree and B-Form details are complete and accurate in NADRA records before applying.
