LAHORE — The Government of Punjab has streamlined access to interest-free micro-loans of up to PKR 1 million through two major flagship initiatives: the Apni Chhat, Mehfooz Chhat housing scheme and the CM Punjab Asaan Karobar Card program.
Both schemes are structured to provide collateral-free, zero-markup financial assistance to help low- and middle-income households build or upgrade their homes or expand small businesses.
1. Housing Scheme: “Apni Chhat, Mehfooz Chhat”
Designed to support citizens with unsafe living structures or those seeking to expand their existing homes, this scheme provides zero-markup loans managed under the Punjab Housing and Town Planning Agency (PHATA).
Loan Cap: Up to PKR 1 million (for constructing additional floors/rooms) or PKR 500,000 (for basic roof repairs and structural reinforcement).
Repayment Plan: Spanned over flexible tenures, with monthly installments reduced to approximately PKR 9,300 for the PKR 1 million tier and PKR 4,700 for the PKR 500,000 tier.
Markup & Fees: 0% interest; the provincial government covers all loan processing and administrative fees.
Eligibility: Must hold a valid Punjab CNIC, own the designated plot or house, and meet basic income guidelines.
How to Apply: Applications are submitted online through the official portal (acag.punjab.gov.pk) or at designated offices of Assistant Commissioners (ACs) and Deputy Commissioners (DCs).
2. Business Scheme: CM Punjab Asaan Karobar Card
For small-scale entrepreneurs, skilled workers, and local vendors, the Punjab Small Industries Corporation (PSIC) in partnership with The Bank of Punjab (BOP) provides clean interest-free credit cards.
Loan Limit: Up to PKR 1 million clean (collateral-free) financing.
Repayment & Grace Period: 3-year repayment term broken into 33 equal monthly installments, following an initial 3-month grace period.
Target Spending: Issued as a digital payment card to be utilized via POS terminals and digital channels for verified business operations, raw materials, or equipment.
Eligibility: Resident of Punjab aged between 21 and 57 years with a clean credit history (e-CIB) and a mobile number registered in their name.
How to Apply: Interested entrepreneurs can apply online via the official PSIC portal (rozgar.psic.punjab.gov.pk).

Verify CNIC & SIM: Ensure your mobile SIM is registered under your own CNIC.
Check Credit Standing: Applicants must not have defaulted on prior bank or government loans.
