Saudi Arabia Expands Saudization in Health Sector

Kingdom enforces second phase of Saudization, boosting local employment in key medical fields.

Saudi Arabia’s Ministry of Human Resources and Social Development (MHRSD), in collaboration with the Ministry of Health, has launched the second phase of Saudization for four key health professions in the private sector, effective October 17, 2025. The move aims to boost Saudi nationals’ participation in the healthcare workforce, ensuring alignment with the Kingdom’s Vision 2030 goals.

Under the new Saudization plan, the following localization rates have been established:

  • Clinical Nutrition and Physical Therapy: 80%
  • Medical Laboratories: 70%
  • Radiology: 65%

The minimum monthly salary is set at SR 7,000 for specialists and SR 5,000 for technicians. The policy applies to all private healthcare institutions across Saudi Arabia.

The MHRSD has also published detailed procedural guidelines on its official website to assist employers in meeting the new quotas and warned that non-compliant establishments will face regulatory penalties.

This initiative continues the Kingdom’s broader effort to nationalize health sector roles, with the Ministry of Health overseeing its implementation to ensure it meets labor market and healthcare service needs.

Private healthcare providers will receive support through the Human Resources Development Fund (HADAF), including assistance in recruitment, training, qualification, and employment retention.

The move forms part of the Labour Market Strategy and the Health Sector Transformation Programme, aiming to provide sustainable and rewarding employment opportunities for Saudi professionals while improving healthcare delivery nationwide.
