The Punjab Education Foundation (PEF) has implemented a significant policy change regarding the disbursement of salaries to teachers. In a move aimed at increasing transparency and streamlining the payment process, the PEF has banned the payment of salaries in cash, directing that all teachers receive their pay through online transfers or directly into their bank accounts. This new policy was communicated through a notification issued on Saturday, which outlined the immediate implementation of this change.

Details of the New Payment Procedure

According to the notification, the record of salary payments will now be maintained through the Teachers’ Information System, which will allow for better tracking and documentation of payments. This change is part of the Punjab Education Foundation’s ongoing efforts to enhance accountability and transparency within the education sector.

Furthermore, the notification made it clear that any schools failing to adhere to the new procedure will face severe consequences. Specifically, the licenses of non-compliant schools will be cancelled, ensuring strict enforcement of the policy. This step is aimed at ensuring that all schools under the PEF’s purview follow the new salary payment guidelines.

Outsourcing of Schools and the Role of Teachers

The new payment system comes in the wake of a major shift in the management of schools within the province. In the first phase of a broader educational restructuring plan, more than 5,000 schools have been outsourced to various private entities. As part of this restructuring, approximately 10,000 teachers have been employed to handle the increased workload.

With the implementation of the new salary disbursement policy, the PEF hopes to improve financial transparency and prevent issues such as salary delays or mismanagement. Teachers, who were previously paid in cash, will now benefit from the security and convenience of direct bank transfers, ensuring timely payments and creating a more streamlined payroll process.

Impact on Teachers and the Education Sector

This shift is expected to have several positive impacts. By moving to digital payments, the PEF will be able to ensure that teachers receive their salaries on time and in a more secure manner. Additionally, this change aligns with broader government efforts to encourage digital financial transactions, improving the overall efficiency of public sector payroll systems.

However, the move has been met with mixed reactions. Some teachers and school administrators have expressed concerns about the transition to bank-based payments, particularly in areas where access to banking facilities may be limited. Nevertheless, the PEF has stressed that the change is crucial for modernizing the system and ensuring that all teachers receive their due compensation without delays.

Conclusion

The Punjab Education Foundation’s decision to ban cash salary payments and implement a more modern and transparent system through online transfers and bank accounts marks a pivotal shift in the way teachers are compensated in the region. With strict measures in place to ensure compliance, the PEF aims to improve efficiency, reduce corruption, and provide better financial security for teachers across the province. This move is also part of the wider reforms being undertaken to modernize the educational system in Punjab and improve the working conditions for its educators.
