Pakistan Petroleum Limited (PPL), one of the country’s most prominent energy producers, is embarking on a landmark project by reclaiming land from the sea to build Pakistan’s first artificial island for offshore oil and gas exploration, Bloomberg reported on Wednesday.
According to PPL’s General Manager of Exploration and Core Business Development, Arshad Palekar, the artificial island will be located 300 kilometers (190 miles) off the coast of Sindh. Speaking at an oil and gas conference in Islamabad, he revealed that the island will serve as a launch pad for accelerated offshore drilling.
The platform, designed with a height of six feet, will be elevated enough to prevent high tides from interrupting round-the-clock exploration operations. This approach mirrors the successful use of artificial islands for drilling in Abu Dhabi, where similar projects have been executed to enhance exploration efficiency.
Palekar confirmed that the island’s construction is expected to be completed by February, with exploration operations set to begin immediately afterward. This marks a significant milestone in Pakistan’s efforts to expand its offshore energy footprint.
Strengthening Global Partnerships
The initiative comes shortly after PPL announced a partnership with Turkish Petroleum Overseas Company (TPOC), a subsidiary of Turkiye’s national oil company TPAO. The collaboration, under the farm-out process of the Eastern Offshore Indus C Block, aims to enhance offshore exploration and deepen Pakistan–Turkiye energy cooperation.
Reviving Offshore Exploration
Pakistan’s oil and gas sector remains a crucial component of its economy, yet the country faces a persistent supply-demand gap, especially in oil. To address this, the government has recently intensified efforts to tap new energy resources.
In a major development last month, Pakistan awarded 23 offshore exploration blocks to four consortia, including partnerships with foreign firms such as TPAO. This marked the country’s first offshore bidding round in nearly two decades, covering an area of approximately 53,500 square kilometers.

The artificial island project not only represents technological innovation but also signals Pakistan’s resolve to diversify and strengthen its energy infrastructure. By leveraging international expertise and expanding offshore capabilities, the country aims to secure long-term energy stability and reduce reliance on imported fuels.
