Federal IT Minister Shaza Fatima Khawaja announced that owners or users of motorcycles and rickshaws holding vehicles on open transfer letters are now eligible for the government's Rs100-per-litre petrol subsidy — even if the vehicle hasn't yet been formally transferred into their name in official records. Speaking at a joint press conference with Ministers Attaullah Tarar and Ali Pervaiz Malik, she said this relaxation was introduced because many Pakistanis buy second-hand or third-hand bikes that remain registered under previous owners.

How to Register
Send your 13-digit CNIC number, vehicle registration number, first letter of your province, and vehicle registration date to 9771, using a SIM registered in your own name. After confirmation, send "TOK" to 9771 before visiting a pump to get your fuel token.
Cars Still Need Ownership Transfer
Unlike bikes and rickshaws, cars must be registered in the applicant's own name to qualify — this relaxation applies only to two- and three-wheelers.
Subsidy Limits
Motorcycles/rickshaws: up to 20 litres/month (5-litre tokens, Rs500 off, once weekly). Cars up to 800cc: up to 30 litres/month (10-litre tokens, Rs1,000 off, once every 10 days). Motorcycles up to 15 years old and cars up to 20 years old qualify.
Rs25 Billion a Month
Petroleum Minister Ali Pervaiz Malik confirmed the government will allocate Rs25 billion monthly to fund this scheme.
