Kuwait’s KUFPEC Looks to Deepen Its Footprint in Pakistan’s Energy Sector

Kuwait Foreign Petroleum Exploration Company (KUFPEC), a subsidiary of the Kuwait Petroleum Corporation, is looking to significantly expand its presence within Pakistan’s upstream energy sector, building on a partnership that already spans more than five decades.

The development emerged from a meeting between Pakistan’s federal petroleum minister and Tareq Ebrahim, KUFPEC’s Vice President of Operations, where the two sides discussed opportunities to deepen cooperation across Pakistan’s petroleum sector.

A Half-Century Partnership

During the meeting, Pakistan’s petroleum minister described Kuwait as one of the country’s closest friends, pointing to the more than 50-year relationship between the two nations in the energy sector as a foundation worth building further upon. The minister reaffirmed the government’s commitment to strengthening this longstanding partnership going forward.

For his part, Ebrahim thanked Pakistani officials for their support in facilitating investment opportunities, noting that KUFPEC sees considerable potential for expanding its footprint within Pakistan’s upstream energy sector. In response, the petroleum minister assured the company of full government support and reiterated Pakistan’s broader commitment to maintaining a conducive environment for international investment across its petroleum sector.

Building on Recent Momentum

This latest engagement doesn’t come out of nowhere. KUFPEC has been actively involved in Pakistan’s exploration and production sector for some time, and its presence in the country took a notable step forward back in 2023, when the company signed two significant Memoranda of Understanding aimed at expanding its local operations.

The first was signed with the Oil and Gas Development Company Limited (OGDCL), formalising a framework for joint evaluations of upstream business opportunities between the two companies. The second was struck with Mari Petroleum Company Limited (MARI), establishing a collaborative arrangement to evaluate and jointly bid on exploration blocks both within Pakistan and beyond its borders.

Together, these agreements laid the institutional groundwork that appears to now be informing KUFPEC’s interest in going further, moving from formalised evaluation partnerships toward a more substantial operational expansion within the country’s upstream sector.

Why Pakistan’s Upstream Sector Matters

Pakistan’s exploration and production industry plays a critical role in the country’s broader energy security picture, given how heavily the country relies on imported oil and gas to meet domestic demand. Attracting experienced international players like KUFPEC into upstream exploration and production activities carries real significance, since successful new discoveries or expanded production from existing fields can help offset at least part of Pakistan’s substantial import bill over time.

For a country that has spent much of the past year navigating volatile global oil prices, driven in large part by escalating tensions in the Middle East, and grappling with the resulting strain on foreign exchange reserves, deeper foreign investment in domestic exploration and production takes on added strategic weight. Every barrel of oil or unit of gas produced domestically is one that doesn’t need to be imported at increasingly unpredictable international prices.

Part of a Broader Wave of Gulf Investment Interest

KUFPEC’s renewed interest in Pakistan also fits into a broader pattern of growing Gulf engagement with the country’s energy sector. Kuwait’s outreach comes alongside ongoing discussions between Pakistan and Kuwait over expanded defence cooperation, discussions that have themselves included an energy dimension, with talks touching on bonded fuel storage arrangements and building on an existing government-to-government diesel supply agreement between the two countries.

Taken together, these overlapping engagements, spanning upstream exploration, defence cooperation, and fuel supply arrangements, suggest that Kuwait’s interest in Pakistan currently extends across multiple dimensions of the energy and security relationship simultaneously, rather than being confined to any single narrow initiative.

A Track Record That Builds Confidence

The specificity of KUFPEC’s prior MoUs with OGDCL and Mari Petroleum offers a useful signal here. Rather than simply expressing broad interest in the Pakistani market, the company has already taken concrete institutional steps, formal joint evaluation frameworks with two of Pakistan’s most established domestic petroleum companies- that suggest a level of seriousness beyond preliminary discussions. Building further expansion on top of that existing foundation arguably makes for a smoother, faster path toward tangible investment outcomes than starting from scratch would.

What Comes Next

For now, the latest meeting between Pakistani officials and KUFPEC’s leadership signals continued momentum in a relationship that already has real substance behind it. Whether this translates into new exploration blocks, expanded joint ventures with OGDCL and Mari Petroleum, or entirely new investment commitments will likely become clearer as both sides move from expressions of interest toward more concrete negotiations. Given the strategic importance of Pakistan’s upstream sector to its broader energy security goals, continued engagement with an experienced regional player like KUFPEC represents one more piece in the country’s ongoing effort to diversify its sources of energy sector investment amid a challenging global environment.
