Parliament Passes Key Bills and Unanimous Resolution on Gul Plaza Tragedy

Pakistan’s Parliament convened a joint session where several significant legislative measures were approved, including a unanimous resolution addressing the Gul Plaza tragedy. The session was marked by vigorous debate, opposition protests, and presidential objections on certain bills.

Unanimous Resolution on Gul Plaza Tragedy

Dr. Farooq Sattar, the MQM parliamentary leader, presented a resolution jointly signed by both the government and opposition concerning the Gul Plaza incident. Senator Sherry Rehman expressed her party’s full support, emphasizing that the tragedy was a national concern. The resolution included prayers for the victims, calls for enhanced fire safety standards, and demands for compensation for affected families. The resolution was passed unanimously.

Legislative Proceedings and Debates

The session, chaired by Speaker Ayaz Sadiq, started 35 minutes late. Opposition members vocally protested, surrounding the speaker’s dais and raising slogans during the debates.

National Commission for Human Rights (Amendment) Bill

Presented by Federal Minister Dr. Tariq Fazal Chaudhry, the bill was amended following a proposal by PPP member Shazia Marri, which received government support. Amendments suggested by JUI were rejected, and the bill was ultimately approved.

Danish Schools Authority Bill

The bill faced strong opposition, particularly from JUI Senator Kamran Murtaza, who read the President’s objections emphasizing the need for provincial consultation. Despite protests and calls citing federal overreach into provincial matters, the Speaker proceeded to a vote, and the bill was passed. The act establishes a Danish Schools Authority to oversee Danish Schools in Islamabad, prioritizing education for children from low-income families. The Prime Minister will chair the Authority, which will include federal officials, education experts, and private-sector representatives.

Domestic Violence Prevention and Protection Bill

This bill also encountered opposition and presidential objections, with concerns raised about ambiguities and punishments. Amendments proposed by members of JUI were rejected. Minister of State Talal Chaudhry highlighted that the bill includes protections for men for the first time. After some protest disruptions, the bill was approved.

Additional Parliamentary Discussions

Senator Allama Raja Nasir Abbas voiced opposition to Pakistan’s involvement in the Gaza Peace Board, criticizing the lack of Palestinian representation and urging Parliament to pass a resolution against it.

Session Adjournment

Following the completion of the legislative agenda, including the approval of the Danish Schools Authority Act 2025, the joint session was adjourned indefinitely.
