Pakistan Eyes Turkish Role in Discos’ Privatisation

Pakistan seeks Turkish expertise and investment as it prepares to privatise its first three power distribution companies (Discos).

Pakistan has invited reputable international private-sector investors—especially those from Turkiye—to participate in the upcoming privatisation of its Power Distribution Companies (Discos). The development was shared by Federal Minister for Power, Sardar Awais Ahmed Khan Leghari, during a meeting with Turkish Minister of Energy and Natural Resources, Alparslan Bayraktar, in Islamabad.

The minister highlighted Turkiye’s extensive experience in power-sector reform, noting that its successful concession-based privatisation model is being closely studied by Pakistan. He acknowledged the Turkish government’s support in offering study and training opportunities for Pakistani power-sector professionals.

Pakistan plans to launch the privatisation process soon, with the Expression of Interest (EOI) for the first three Discos ready for issuance. The minister emphasised the need for stronger collaboration between the two countries, particularly in adopting best practices and enhancing human resource capabilities.

He also outlined Pakistan’s efforts to develop an Integrated Energy Plan and requested Turkiye’s technical assistance, given its proven track record in long-term energy planning and sectoral efficiency.

The Turkish energy minister appreciated the warm reception and confirmed that Turkish investors are actively monitoring Pakistan’s power-sector opportunities. He expressed confidence that Turkish participation would be significant and offered support through Turkish Investment Forum-led road shows.

Both sides agreed to activate the technical sub-groups formed after the 6th Joint Working Group (JWG) meeting to expedite collaboration in regulatory reforms, energy planning, renewable energy, and energy efficiency. Additionally, TEDAS will continue arrangements for a technical assistance visit to Pakistan to support distribution operations and maintenance improvements.
