In a major milestone for Pakistan’s maritime sector, Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry announced the launch of standardised bunkering operations at Karachi Port, marking the first time such regulated fuel services have been introduced in the country.

According to an official statement, the minister said the initiative brings Karachi Port on par with international shipping hubs by ensuring safer, cleaner and more efficient refuelling procedures for vessels.

Bringing Pakistan Up to Global Standards

Bunkering—the process of fuelling ships with marine oils and gas—is a critical service in global maritime operations. Until now, Pakistan lacked internationally regulated bunkering facilities, putting Karachi Port at a competitive disadvantage in the region.

Chaudhry said the decision, guided by the prime minister’s directives, is part of a broader government agenda to modernise port operations and upgrade maritime infrastructure nationwide.

Boost to International Shipping & Economic Activity

The introduction of compliant bunkering services is expected to:

  • Attract more international shipping lines
  • Increase vessel traffic
  • Generate higher foreign exchange through port fees and marine services
  • Boost associated industries such as ship repair, marine supplies and logistics
  • Create new employment opportunities within the maritime economy

Chaudhry emphasised that safe and reliable fueling standards are essential for building confidence among global ship owners and international trading companies.

Collaboration With Global Energy Leader

The first phase of the project will be executed in partnership with one of the world’s leading energy trading houses, which will carry out bunkering using internationally certified practices.
As domestic refineries begin producing more refined fuel that meets global benchmarks, the venture is expected to expand further—bringing additional revenue to the national exchequer.

Regulatory Improvements Already in Place

The Karachi Port Trust (KPT) has:

  • Reviewed existing bunkering practices
  • Adopted global procedural templates
  • Drafted new documentation
  • Engaged industry stakeholders
    These steps ensured that the new service meets international expectations of safety, transparency and operational integrity.

With standardised bunkering now operational, Pakistan takes a significant step toward integrating its maritime economy with global shipping networks, enhancing both competitiveness and economic resilience.
