Lahore High Court Orders EV Charging at All Fuel Pumps

In an effort to combat smog the Lahore High Court mandates EV charging stations at gas pumps

The Lahore High Court (LHC) has ordered officials to establish electric vehicle EV charging stations at all gas stations in the province in a historic decision intended to counteract environmental degradation and advance sustainable development. During a hearing on environmental pollution Justice Shahid Karim gave the decision. The hearing focused on smog and water waste two problems that have been persistent in Lahore and other parts of Punjab.

Using EV Charging Infrastructure to Combat Smog

Justice Karim voiced grave concerns during the hearing about the government’s failure to adequately address the rising levels of smog. Installing EV charging infrastructure at all gas stations is part of a larger strategy to lessen dependency on fossil fuels and encourage cleaner transportation options he stressed and structural changes are more important than cosmetic ones.

In Pakistan, the directive is viewed as an important step toward electric transportation particularly in metropolitan areas where haze is largely caused by automobile emissions. By increasing accessibility to charging infrastructure this order is anticipated to hasten the adoption of electric cars (EVs) and make them a more attractive alternative for regular users.

A water emergency is declared by the court

The court cited rising water waste and inadequate conservation efforts to declare a “water emergency” in addition to tackling air pollution. Judge Karim gave the following order:

  • Water meters are being installed on both commercial and residential sites.
  • In order to promote sustainable construction, the Lahore Development Authority (LDA) would provide tax breaks for environmentally friendly or green-certified structures.
  • After receiving criticism for its subpar performance, the Water and Sanitation Agency (WASA) was ordered to step up efforts to install water meters.

Orders for More Comprehensive Environmental Initiatives

Justice Karim made the following additional orders to further emphasize the government’s environmental obligations:

  • To enhance green spaces and public parks, the Parks and Horticulture Authority (PHA) needs to replenish the canal water.
  • To improve urban forestry, the Defence Housing Authority (DHA) and LDA must create a minimum of one Miyawaki forest in each sector.
  • In order to alleviate traffic and lower vehicle emissions in urban areas, parking spaces must be developed by authorities through public-private partnerships.
  • To further promote environmentally friendly transportation options, an incentive scheme should be started to incentivize the conversion of gasoline-powered rickshaws to electric rickshaws.

Next Actions and Upcoming Hearings

In anticipation of receiving progress reports on the execution of its orders the court has postponed the hearing until March 21. The case may serve as a model for other areas dealing with comparable environmental issues and demonstrates the judiciary’s expanding role in environmental governance in Pakistan.
