In a historic move, the Sindh government has approved Pakistan’s first-ever “Transgender Education Policy,” aimed at making education more accessible and inclusive for transgender individuals. The policy was greenlit in a meeting led by Sindh Education Minister Syed Sardar Ali Shah, who emphasized the importance of removing barriers to education for transgender students.

The policy introduces a new gender category in school and college admissions, allowing transgender children to select their identity alongside male and female options. Additionally, job quotas will be reserved for transgender individuals in teaching roles, providing new career opportunities. The draft will now proceed to the provincial cabinet for legal approval.

During the meeting, officials shared insights from the 2023 census, which recorded 20,331 transgender individuals in Pakistan, including 4,222 in Sindh. However, NGOs estimate a population closer to 250,000. Research by USAID indicates that nearly 42 percent of transgender individuals have limited literacy, and 40 percent lack access to education entirely.

Minister Shah highlighted the discrimination and societal challenges transgender individuals face in educational settings, compounded by financial struggles and limited job prospects. He noted that fear of harassment often discourages transgender students from attending school.

The policy outlines the establishment of special schools and non-formal education centers, alongside skill development programs for the transgender community. Public awareness campaigns are planned to promote equal rights and support groups to help transgender children navigate societal pressures.

Furthermore, the policy includes mentorship programs to highlight successful transgender individuals as role models, aiming to inspire others to pursue education and secure respectable employment. Minister Shah expressed hope that this policy will empower transgender individuals to thrive academically and professionally, reinforcing Sindh’s commitment to educational equity.
